Beginning in 1990, New York City repaved streets with asphalt containing crushed recycled glass. By 1995, crews had used 250,000 tons of glass in resurfacing applications across the city, including a section of Fifth Avenue in front of the Plaza Hotel.

For a few years in the early 1990s, a lot of New York streets sparkled. Picture a Manhattan avenue at dusk, wet from a passing shower, the streetlights and headlights catching something in the road surface itself. Not the usual dull black, but a faint, restless glitter, as if the
